Abstract

The proposal to implement Police Conciliation demonstrates the evolution of the autopoiesis demanded by the State institution, which is fundamental to the rule of law and responsible for public order and citizen security. It directly responds to the needs of the beneficiary population, serving those to whom it provides specialized and technically advanced public police services. This is especially relevant given the global trend among police institutions toward implementing different models characteristic of Community Policing

This social and institutional decision to implement Conciliation as a police service requires the development of a conciliation specialty capable of achieving the proposed outcomes, thanks to the specialization and technical advancement that Citizen and Community Conciliation can provide compared to traditional public police services offered by this fundamental State institution—particularly those related to public order and citizen security. Such a decision necessitates the comprehensive training of impartial police officers as conciliators, enabling them to analyze and appropriately address community and citizen conflicts through peaceful means. This approach fosters a better understanding of social and individual needs. In this way, cultural and structural violence can be deconstructed and replaced by peacemaking structures that go beyond mere peacemaking culturalization processes.
